Financing of Social and Solidarity Economy in France: 90/10 Rule

Social and solidarity economics (SSE) is discussed issue currently in countries of West Europe, where its roots can be found. The topic of this paper is the financing of the SSE in France, where is created a financial system called 90/10 rule, where 5-10 % of assets must be invested in SSE. The aim of the paper is to describe and evaluate the French rule of the 90/10 financial mechanism in relation to the SSE. This paper is used literature review, method of analysis, and synthesis. Mandatory financing means a new financial resource for the SSE and its development. On the other hand, the mechanism restricts private choice about investment allocation and strategy. The limitation of the study is the unique experience of France with SSE. Further research can focus on the SSE portfolio and its profitability because it is an important factor for investors.

SPOLECENSKA ODPOVEDNOST FIREM A SOCIALNI PILIR

Social integration can be understood as a package of measures aimed to reintegrate marginalized groups of people into the social mainstream. In the Czech Republic, this comprehensive effort is associated solely with liabilities of state and municipalities and activities of non-governmental non-profit organizations. The role of private sector has been rather marginal in this area. However, it is obvious that the state, strictly separating beneficent-like efforts from profitable activities, hinders successful process of social integration in many aspects, particularly in the area of employment and housing that are crucial for this process. This article attempts to evaluate the status quo, describe current tendencies indicating a change (e.g. subsidy policy of the Ministry of Regional Development and the Ministry of Labor and Social Affairs of the Czech Republic), and suggest some other measures. Closely related to this topic is also the question of measurability of private sector's responsibility, which is a precondition of engagement of companies in social integration activities and utilization of state subsidies available in this field.

This article is dedicated to forming the subject of economic science in the theory K. Englis. In the first part the historical context shaping national economic science in the Czech lands is defined. Next, the specific conditions applying to the creation of the Brno school are identified. The second part shows the continuity of Englis's approach to the subject in the context of Braf's economic views. However, the Englis's ability to break away from the established framework and in original way combine the positive interpretation of economic theory with the tradition of the social context of practical economic policy is demonstrated.
