From Policy to Practice: Governmental Programs for Economic Migration in the Czech Republic and their Impact on the Inflow of Highly Skilled Workforce

The Czech economy faces a significant worker shortage. Governmental Programs for Economic Migration address this by supporting foreign companies relocating staff from third countries to the Czech Republic. These programs have undergone several changes since their launch in 2012 such as extension of the quota and territorial extensions. This paper examines the annual changes in quotas for Employee card applications under Governmental Programs for Economic Migration. It assesses whether these quotas reflect the inflow of economic migrants and meet the Czech labor market's needs by analyzing quota development from 2019 to 2024 and comparing the average number of active foreign employments between July 2024 and February 2025 with the quotas set by Governmental regulation No. 187/2024 Coll. The findings suggest that while a foreign workforce is crucial for economic growth and competitiveness, the current quota system may not fully address the labor market's demands, highlighting the need for a more coherent and systematic approach to migration.


EMPLOYING RPA AND AI TO AUTOMIZE ORDER ENTRY PROCESS WITH INDIVIDUAL AND SMALL-SIZED STRUCTURES:
A SME BUSINESS CASE STUDY

Digitalization is a megatrend which shows an even growing importance for industrial business development and marketing since the Corona pandemic. Its productivity-boostingand efficiency-raising effects have widely been researched in science.Especially SME have a backlog to enhance their digitalization level and take profit from digitalization measures, because they lack the necessary tacit knowledge and their process environment is characterized a small number of repetitions, but a high level of individual arrangement. Therefore, their processes are difficult to be standardized and digitalized. AI (Artificial Intelligence) and RPA (Robotic Process Automation) are 2 digital technologies that can be a tool to overcome these difficulties and automize also processes that are individual and not much repetitive, in order to gain advantage of automation also for these processes. The use of AI and RPA could therefore become a driver of organizational marketing performance. Unfortunately, the use of AI and RPA which is a relatively new tool, has not been researched in the particular context of a typical SME order entry process, which is characterized by relatively few repetition and a high degree of unstructured data. There is a huge gap in understanding the role which AI and RPA could play for this task and other similar tasks in order to improve productivity of SME’s administrational processes. The objective of this work is to measure the input of a combined RPA and AI application, which has been developed basing on scientific findings, on the performance of the order entry process, hypothesizing a time economy of >50% towards classical ways of working. It is a second objective to conclude which role RPA and AI could have for similar business cases and which input it could generally have for business performance of industrial SME, linked to its input on administrational processes. Therefore, this article measures and explores the input of a self-developed RPA and AI tool on a SME order entry process, based on primary data from process time registrations. In a case study of SME in Germany, data has been collected from daily order entry process. Productivity criteria have been measured and compared if using the classical order entry tool, and if using the new AI application. The result is that the new AI tool shows a significant time economy (>50%), payback of less than 3 years and is therefore able to improve organizational performance. However, other doubts about the superiority of RPA-AI assisted tools over traditional ways of working, especially within SME, remain.

APPLICATION OF KNOWLEDGE MANAGEMENT IN CROSS-BORDER MERGERS AND ACQUISITIONS

The purpose of the paper is to look of major integrative processes and trends encountered within cross-border merger and acquisition (M&A); also research into the nature and dissemination possibilities for knowledge management (KM) as a means towards optimization of post-integration synergies. The authors devote a lot of attention to the bearer of tacit knowledge that can not be lost in the cross-border integration processes. The authors emphasize the importance of deepened due diligence, which can capture the cultural and ethical compatibility of potential integration partners, without which planned synergies may not be realized. In the conclusion, the authors calls upon acquisition managers to embark on a more "enlightened" approach to the activities intrusted in their hands, in terms of developing a clear vision of M&A goals. Clearly, so called "shotgun acquisition marriages" have nothing in common with KM principles. The feverish buying and selling associated with KM, the integration of companies and organizations, complete with their human capital and potential may often shatter the identity and well-being of whole working teams and individual employees.

SUCCESS FACTORS IN THE INTERNATIONALIZATION PROCESS OF THE SME OPERATING IN THE FIELD OF ICT

Small and medium enterprises are the major players in the Czech economy, because they contribute significantly to job creation and GDP, they are the source of innovation and of the technological progress. This article is focused on the internationalization of SMEs, specifically on SMEs operating in the field of ICT. Investigations were carried out between Czech SMEs operating in this sector and the key success factors of the process of internationalization of Czech small and medium sized enterprises in the ICT sector were specified based on the data obtained from the questionnaire survey. Among the key determinants of the success of SMEs in internationalization process it is possible to include training of key employees, the choice of appropriate forms of entry into foreign markets, the number of exporting countries and the selection of appropriate country of export. In addition, it is possible to include also language skills of key staff and frequency of communication with foreign partners.
